Does having dirty skin like not washing your face create tiny skin moles? Because when I was younger, and I didn’t wash my face often and now I have like 5 tiny skin moles.

No it has nothing to do with the formation of moles.
Dirt does not cause sking moles. Moles form when the pigment layer of your skin becomes over active in small areas , ( called pigment hyperplasia.) The pigment layer is activated by sunlight. So, stay out of the hot sun and wear a hat to shade your face. Do not use sun blocker. Most contain chemicals that can make the effects of the sun worse for your skin! Moles are easily removed surgically or with laser surgery.
You can pick up the virus that causes Plantar warts from dirt. That is why you really should not go shoeless in the summer!
